American Lending Center Holdings, Inc. (ALC), a federally designated regional center operator, is pleased to announce the appointment of Andrew Diroll-Black as its new Chief Compliance Officer. With more than a decade of leadership experience in immigration policy, compliance oversight, and regulatory integrity, Andrew brings extensive expertise to ALC’s expanding EB-5 operations.

From 2013 to 2023, Andrew held pivotal leadership roles at the Immigrant Investor Program Office (IPO) within U.S. Citizenship and Immigration Services (USCIS). As Branch Chief and Acting Division Chief of IPO Division 1 (Compliance), he directed a multidisciplinary staff of adjudications officers, economists, auditors, and compliance professionals charged with ensuring program-wide adherence to statutory and regulatory standards. In this role, he was deeply engaged in the development and implementation of the EB-5 Reform and Integrity Act of 2022, leading initiatives to establish new integrity measures, design audit protocols, and create compliance frameworks that continue to guide the program today.

Prior to his role as Division Chief, Andrew held senior leadership positions within USCIS where he guided complex compliance initiatives and cross-agency collaborations. He played a central role in translating new legislation into actionable policy and procedures, strengthening oversight mechanisms, and advancing integrity measures that continue to shape the EB-5 program today. His work was widely recognized for improving transparency, efficiency, and program credibility.
