Career Journey: From Japan to Global Impact

For more than 20 years, Mr. Mukai has had a successful career that involved his role as deputy director and risk management expert at the Financial Services Agency in Japan. For the following three years, he served as a senior adviser to the executive director of Japan at the World Bank Group in Washington, D.C.

Mr. Mukai followed this role by serving as chief of staff in the State Minister's Office of the Ministry of Finance in Japan before taking on several different roles in the ministry, including deputy director of the Treasury Bureau, senior deputy director of the Multilateral Development Banks Division of the International Bureau and of the G20 Secretariat Office.

Driving Sustainable Finance Worldwide

After his tenure at the Ministry of Finance in Japan, Mr. Mukai returned to Washington, D.C., where the World Bank Group has its headquarters. He became the senior operations officer, drawing on his government-sector expertise to advance strategy and partnership at the multilateral climate funds, such as Global Environment Facility and Climate Investment Funds, as well as at the Climate Change Group of the World Bank.

During his tenure, he succeeded in securing more than $2 billion in capital to launch new green transition investment programs, supported by multilateral development banks. He has also organized a yearly event where governments and businesses meet to invest in clean energy, eco-friendly transportation and green technology projects

In 2023, Mr. Mukai became the lead multilateral climate finance with the Climate Investment Funds at the World Bank Group. He regards drafting the joining declaration to maximize impacts of climate finance at COP28 as a significant accomplishment in his career and takes pride in his participation.

At the World Bank, Mr. Mukai has also supervised environmentally-friendly infrastructure projects worth $300 million. He created business plans to guide each project, tracked budgets, and ensured value for money was met for their financial contributors.

Mr. Mukai attributes his career success to his conviction and persistence. "Obviously, we need to have a strong belief in what we are doing or pursuing," he says. "In my case, it has mostly been climate change, sustainability, poverty reduction and international development. Almost every single day, you will face various adversities for various reasons. But at the end of the day, it's just a matter of conviction in what you are doing and persistence, no matter what backlash you face."

Looking Ahead: Keeping the Focus on Global Challenges

Mr. Mukai stresses that "the world is confronting multiple global challenges, such as geopolitical instability, climate change, health emergencies, and the disruptive potential of AI, which all need collective actions across national borders more than ever." Yet he warns that the cooperation needed to tackle these crises is under threat due to anti-globalism and xenophobic rhetoric gaining ground in many countries.

Mr. Mukai calls for renewed commitment to international solidarity. He underscores that he is committed to keeping the focus on global challenges and affirms that EinStrong will continue to use its strengths to support inclusive, cooperative solutions to these challenges.
