New Directors Representing LA, Inland Empire Join Metropolitan Board

Two new directors representing the city of Los Angeles and Inland Empire Utilities Agency were seated Tuesday on the board of directors of the Metropolitan Water District of Southern California.

Heather Repenning, who specializes in public and environmental policy, represents the city of Los Angeles on Metropolitan’s 38-member board, after being nominated by Los Angeles Mayor Eric Garcetti. She replaces Glen Dake, who served as a director since 2014. Inland Empire water official Michael Camacho returns the board after serving as a Metropolitan director from March 2011 to February 2019. He succeeds Jasmin A. Hall, who represented IEUA since February.

Repenning has nearly two decades of experience in local governance, with a focus on sustainable communities. From 2015 to 2018, she served as vice president of the Los Angeles Board of Public Works, where she oversaw the Department of Public Works’ $835 million annual budget to provide core city services including management of solid resources, wastewater, stormwater, urban canopy, public infrastructure engineering/design, and construction and maintenance of city streets.

From 2013 to 2015, she was director of external affairs for Mayor Garcetti’s office, where she oversaw legislative advocacy for the City of Los Angeles.

A former teacher, Repenning was also the District Director for Community Development for Los Angeles City Council District 13, where she helped build new parks, gardens and schools. She graduated from Swarthmore College and holds a Master’s Degree in Comparative Literature from the University of California, Irvine.

Camacho was first elected to IEUA’s Board of Directors in 2008 and represents Rancho Cucamonga and portions of Fontana.

He serves as chair of the agency’s Engineering, Operations and Water Resources Committee, and as an alternate for its Community and Legislative Affairs Committee, Finance and Legislative Committee and Audit Committee. He is a director for the Inland Empire Regional Composting Authority, and also serves as IEUA’s representative to the Chino Desalter Authority, and as an alternate on the Regional Policy Committee, Southern California Water Coalition, Association of California Water Agencies, and the Chino Basin Watermaster.

Born in Montebello, Camacho is senior vice president of Pacifica Services, a construction and project management company, and is a member of the Pasadena Rotary Club.

Repenning will serve on the Metropolitan board’s Engineering and Operations, and Communications and Legislation committees. Camacho was appointed to the Legal and Claims, Real Property and Asset Management, and Engineering and Operations committees.

The Metropolitan Water District of Southern California is a state-established cooperative that, along with its 26 cities and retail suppliers, provide water for nearly 19 million people in six counties. The district imports water from the Colorado River and Northern California to supplement local supplies, and helps its members to develop increased water conservation, recycling, storage and other resource-management programs.
