Xintai Unfolds Blueprint for Sino-European E-Commerce

A new e-commerce customs facility is formally launched in the Xintai Development Zone, Shandong Province in East China.

A new e-commerce customs facility is formally launched in the Xintai Development Zone, Shandong Province in East China. The new Functional Area completes the “one park two areas” setup for customs inspection in Sino-European cross-border ecommerce.

The China-Europe Cross-Border E-Commerce Logistics Park and Tai’an Land Port Customs Supervision Station, launched on 28 November 2019, are key projects funded and operated by Tai’an Land Port Investment and Development Co., Ltd. They are also among the top 10 projects promoted by China Investment Promotion Agency (CIPA) of the Ministry of Commerce to be carried out in 2020 for the joint construction of China-Europe cross-border industrial platform and cross-border park.

The newly operational Xintai Functional Area, together with the ‘China-Europe Cross-Border E-Commerce Logistic Park Venlo Functional Area’ launched last September in Limburg, forms a closed loop for the ‘Pre-clearance’ model.

Yong Li, Deputy Director of CIPA of the Ministry of Commerce, Mr. Roland Brouwer, Executive Director for China at the Dutch Foreign Investment Agency and Yizhi Hu, Deputy Director of Foreign Trade Desk of Department of Commerce of Shandong have unveiled the China-Europe Cross-Border E-Commerce Logistics Park, while Zuolai Wang, Tai’an Customs Commissioner and Qinhai Liu, Party Secretary of Xintai Municipal CPC Committee have unveiled Tai’an Land Port Customs Supervision Station.

Representatives from 68 domestic companies including Suning, SF Express, JD.com, STO International, EMS Shandong, Union Mobile Pay, as well as Korean and Dutch counterparts attended the unveiling ceremony.

Shugang Zhao, Mayor of Xintai, said that as a transportation hub in Central Shandong, Xintai has direct access to main railway resources, extending directly to Japan and South Korea in the east through the sea-rail link, and to the Netherlands in the west via Russia.

Tai’an Land Port Investment and Development Co. Ltd. is both the main investor and operator of the Tai’an Land Port Cross-Border E-Commerce Supervision site.

As the first operational customs supervision site for ‘9610’ express delivery in Ji’nan Customs District, it covers an area of 62.25 mou (10.27 acres) with an investment of 150 million yuan (£16.67 million).

The park is committed to optimizing customs clearance efficiency with ‘Pre-clearance’ procedures and to drive the development of cross-border e-commerce, smart logistics and high-end manufacturing sectors in Xintai.

Mayor Zhao Shugang also states that Xintai will use the new customs facility as a vehicle to develop vigorously cross-border e-commerce, express delivery, international transportation and high-end commerce.

Taking full advantage of the six systems of the Tradeany platform, Xintai is committed to providing one-stop service for cross-border e-commerce platforms, e-commerce sellers, transshipment companies, overseas warehouses, customs brokers, freight forwarding companies, courier companies and other services to foster a foreign business and trade cluster specializing in cross-border customs clearance and exports in order to establish Xintai as a new destination for e-commerce logistics industry in central Shandong.

After the unveiling ceremony, Zuolai Wang, Tai’an Customs Commissioner placed the first cross-border direct mail item on the CT conveyor, formally starting the first cross-border BC direct mail station operation in central Shandong, and setting off the cross-border e-commerce import business in Tai'an onto the fast track.

Li Yong, Deputy Director of CIPA of the Ministry of Commerce, Mr. Roland Brouwer and leaders of Xintai City have witnessed signing ceremonies between Tai’an Land Port Investment and Development Co., Ltd and several business partners such as EMS Shandong, STO International, SF International (Shandong), among others.

Following the signing ceremony, the China-Europe Cross-Border E-Commerce Summit is held in Xintai to provide opportunities for lively discussions between representatives from Chinese and foreign companies and local government on opportunities and challenges of cross-border e-commerce between China and Europe.

Mr. Peng Huang from CIPA of the Ministry of Commerce comments on the ‘One Park Two Areas’ system. He believes the new mechanism of ‘pre-clearance’ in the park is a bold innovative way to facilitate bilateral trade and should be promoted by relevant authorities in both China and the Netherlands.
