NATP Voices Support for Taxpayer Protection and Preparer Proficiency Act of 2019

Nation's largest federal tax preparer association applauds motion to require minimum competency requirements.
APPLETON, Wis. - June 18, 2019 - PRLog -- The National Association of Tax Professionals (NATP) applauds and supports the introduction of the Taxpayer Protection and Preparer Proficiency Act of 2019 by Representatives Ted Yoho (R-FL) and Jimmy Panetta (D-CA). This bill builds upon other recent improvements to tax administration policy, namely the Taxpayer First Act. Requiring that tax preparers meet minimum competency standards will protect taxpayers and improve the quality of service provided by tax professionals.

"The rules governing tax returns are complex and a robust knowledge of the law is required, says Scott Artman, NATP Executive Director. "It is important for the IRS to ensure that tax return preparers are held to a standard that corresponds with the importance of the role that they play." Approaching this problem from a minimum competency perspective is more effective than dealing with the problem after the taxpayer has been harmed by a bad or incompetent tax preparer.

NATP believes effective and not overly-burdensome regulation of all tax return preparers is necessary and should be demonstrated through minimum competency requirements and/or through qualifying  continuing education standards. It is in the best interest of the taxpayer for a tax preparer to be properly vetted and to have demonstrated proficiency in understanding the requirements to properly file a return. As an organization, NATP has long supported minimum standards and last year the NATP Board of Directors reaffirmed this position with a white paper.

NATP looks forward to working with Congress to successfully pass the Taxpayer Protection and Preparer Proficiency Act of 2019 and better protect taxpayers from inaccurate, reckless, and/or fraudulent returns.
