Kuester Management Group advises HOAs to have a thorough plan and clear procedures in place for dealing with winter weather.Though many areas of the Carolinas outside of the mountains tend to avoid a lot of snow and ice over the winter, there are still instances where winter storms pack a punch and blanket the piedmont or coastal regions. It is essential that HOAs have plans in place for inclement weather because storms can be unpredictable and require quick responses. Kuester Management Group has released a statement to the press regarding winter weather planning for HOA communities.
“A slight change in temperature or the track of a storm can mean the difference between rain, ice, and several inches of snow,” says Bryan Kuester, President of Kuester Management Group. “HOAs should have processes and procedures ready to put into action before the storm hits so residents know what to expect and how to prepare. Remember – February has produced some record snowfalls for the area, so winter is far from over.”
Kuester encourages HOAs to craft a comprehensive plan for winter weather and review it each year. Does the budget account for removal of snow, spreading of salt, clearing of roofs, or other services? What does the contract with service providers cover, and how frequently will they be out? Be proactive and let residents know ahead of time if plows will be out once the storm is over, once a certain amount of snow has fallen, or during other times to reduce the number of inquiring phone calls.
Also, remind residents of their responsibilities following a storm, notes Kuester. Many municipalities have policies in place regarding how long homeowners have to shovel sidewalks and clear the areas around fire hydrants. Make sure members know what areas they must clear, and what the HOA will take care of so there is no confusion.
“It can also be a good idea to send out winter storm preparedness reminders,” says Kuester. “Include a list of essential items to have on hand such as non-perishable food, bottled water, flashlights and batteries, and warm clothing and blankets should the power go out or travel become too treacherous. Encourage homeowners to have their roof checked for leaks and to get their HVAC system serviced well ahead of storms. Waiting until the last minute can cause a lot of unnecessary stress.”
The HOA should also keep members updated on changes that may occur due to inclement weather. For example, does a board meeting have to be rescheduled? Will trash or recycling pickup occur on a different day? Do cars need to be moved off of the street for plowing or snow removal?
“It is better to be proactive and over prepare than to be caught off guard,” says Kuester. “Take the time to put a plan in place, delegate responsibilities, communicate procedures to homeowners, and review service plans with vendors for snow removal or salting. The weather is unpredictable, but dealing with it shouldn’t be.”
